Imperial Charter of the Rising Titans Empire

Preamble
In the spirit of unity and progress, we, the people of the Rising Titans empire, under the sovereign rule of Emperor Narin Pradeep, affirm our commitment to justice, prosperity, and the imperial way of life through this Imperial Charter.

Article I: The Empire
1. Territory: We shall not have a designated territory considering the fact that our citizens are scattered worldwide. Therefore every citizen of the Rising Titans empire shall dwell and operate from their own country, obey the rules therein and embrace the spirit of patriotism for their respective countries.  Being a citizen of The Rising Titans empire does not mean that one will disown their country or that their nationality has been changed whatsoever.

2. Imperial Symbols: The Imperial symbols, including the flag, emblem, and anthem, represent the sovereignty and heritage of our empire.

3. Language: The official language that shall be used for communications in our empire will be English.

Article II: The Sovereign Electoral Council of Titans (SECT)
1. Elections: SECT shall conduct free, fair, and regular elections for the offices of the Prime Minister and President.
2. Voter Rights: Every citizen has the right to vote and stand for election, subject to the laws of the empire.
3. Transparency: SECT shall operate transparently and publish all electoral results promptly.

Article III: The Dual Leadership System
1. Succession: The method of succession for the Emperor shall be hereditary or as designated by imperial decree. The Prime Minister and the President will be succeeded by means of democracy.
2. Cabinet: The Prime Minister shall appoint a cabinet of ministers to assist in governance, subject to the Emperor’s approval.
3. Legislature: Every citizen as defined by our law,  will participate in the creation and passing of legislations
4. Executive: The Prime Minister shall be the head of the Executive and the Government.

Article IV: Rights and Duties of Citizens
1. Equality: All citizens are equal before the law and entitled to equal protection without discrimination.
2. Imperial Service: Citizens may be called upon to serve the empire in various capacities for the common good.

Article V: The Judiciary
1. Independence: The judiciary shall be independent and impartial, administering justice in accordance with the law.
2. Legal System: The empire shall establish a legal system that reflects its values and ensures the rule of law.
3. Judicial Review: The judiciary has the power to review the constitutionality of laws and decrees.
4. Appointment of Judges: The President shall appoint a qualified bench of Judges to execute justice where necessary.

Article VI: The Economy
1. Trade: The empire shall promote free trade and protect its economic interests.

Article VII: Foreign Relations
1. Diplomacy: The empire shall engage in diplomacy to foster international cooperation and peace.
2. Defense: The empire’s citizens shall enjoy virtual defense offered by the Rising Titans Secret Service. The President will be the Commander in Chief of this security unit abbreviated as RTSS.

Article VIII: Amendments
1. Initiation: Amendments to this charter may be initiated by the Emperor, the Prime Minister or a public petition.
2. Approval: Amendments require approval by at least two thirds of the legislature which is the voice of the people or the Emperor’s assent.

Article IX: Freedom of the Press

1. Fundamental Right
The freedom of the press is a fundamental right within the Rising Titans Empire. It encompasses the dissemination of information, ideas, and opinions through various media channels.

2. Prohibition of Prior Restraint
No governmental authority shall impose prior restraint on the press. This includes any attempt to censor, suppress, or hinder the publication of news, articles, or other forms of expression.

3. Protection of Journalists
Journalists, reporters, and media professionals are granted immunity from prosecution for their work in informing the public. They shall not be harassed, intimidated, or penalized for exercising their duties.

4. Accountability
While the press enjoys freedom, it also bears responsibility. Journalists must adhere to ethical standards, accuracy, and fairness. Deliberate misinformation or malicious intent shall be subject to legal consequences.

5. Access to Information
Government agencies shall provide timely and transparent access to information. The press has the right to seek and report on matters of public interest without undue hindrance.

6. Protection of Sources
The confidentiality of journalistic sources is inviolable. Journalists shall not be compelled to reveal their sources unless overriding public interest necessitates disclosure.

Article X: Ratification
This Imperial Charter is hereby ratified by the will of the people and the decree of Emperor Narin Pradeep and has come into effect.
